Proctologists specialize in the anus and rectum, so yes, there are doctors who specialize in this. Hemorrhoids however, are pretty common, and your primary doctor or probably your obgyn would be able to help you up to the point where you require surgery. If surgery is required, the proctologist would be the one to do it.
